James S. Biear, a federal prisoner, seeks information from various federal agencies under the Freedom of Information Act ("FOIA"). 1 The Criminal Division of Appellee Department of Justice (the "Criminal Division") and the Federal Bureau of Investigation are among these agencies. Biear requested "[a]ny and all documents and electronic media assembled during any investigation (or review) containing the name James S. Biear (aka J. Steven Biear and James C.
