The Board of Trustees (board) of the Police Pension Fund (fund) of the city of Springfield denied the plaintiff, Daniel Nelson, admission into the pension fund. The plaintiff filed suit for administrative review (Ill. Rev. Stat. 1983, ch. 110, par. 3 — 101 et seq.), but the circuit court of Sangamon County affirmed the board’s decision.
