I. SUMMARY OF RELEVANT FACTS.

The dispute in this case involves the termination of Lease No. GS-03B-40056 (“lease”), under which Plaintiff leased office space to the General Service Administration (“Government” or “GSA”) for use by the Internal Revenue Service (“IRS”).
