FINDINGS OF FACT AND CONCLUSIONS OF LAW
JOHNSON, Chief Judge.
This case was commenced pursuant to the provisions of the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b), 2671 et seq., by the above-named plaintiffs seeking to recover damages for personal injuries and property damage sustained in an explosion of a dwelling house which they were occupying. This is the second time this ease has been before this Court, a judgment for the defendant having been rendered November 21, 1967. Swanner v. United States, 275 F.Supp. 1007.
