In this original action for mandamus, the plaintiff, Wayne County, alleges that it is critically deficient in the number of probation officers needed to carry out the responsibilities of adequate probation investigation and presentence investigation. Plaintiff further alleges that it is presently operating under a large fiscal deficit and cannot secure funds locally to meet the cost of the needed additional probation personnel.
