Noranda Aluminum, Inc. • (“Noranda”) and the Missouri Office of the Public Counsel (“Public Counsel”) appeal an order of the Missouri Public Service Commission (“the Commission”) allowing Union Electric Company d/b/a AmerenUE (“AmerenUE”) to increase annual revenue collected from its Missouri customers by approximately $161.71 million.
