Plaintiff, Howard Golden, commenced this action challenging his discharge from the position of assistant county prosecutor in the Union County Prosecutor’s Office. By statute, assistant prosecutors serve in their positions “at the pleasure of the respective prosecutors____” N.J.S.A. 2A:158-15. This appeal requires us to consider the interplay between that statutory provision and certain language contained in an employee manual in existence at the time of plaintiffs removal.
