Reversing.

The fiscal court of Trimble county made four different levies of taxes for tbe year 1909: (1) An ad valorem tax of 25 cents on each $100 worth of taxable property in the county, and a poll tax of $1.50 on each male person over 21 years of age. These taxes were *479for general county purposes. (2) An ad valorem tax of 25 cents on each. $100 worth of taxable property in the county, being the county turnpike tax. (3) An ad valorem tax of 25 cents on each $100 worth of taxable property, and a poll tax of $1 on each male person over 18 and under 50…
