In 1988, after respondent Mustafa Rashid was released from a Texas prison, he forcibly raped one woman and sodomized another during an armed invasion of a residence in New York. Released on parole in 1999, Rashid subsequently burglarized a woman’s apartment, brandished a weapon, sexually assaulted the woman and her eight-month-old daughter, and then threatened to kill them.
