Petitioner James Manuel Phillips, a Georgia prisoner, appeals the district court's order dismissing his federal habeas corpus petition as time-barred. The dismissal order was based on the district court's conclusion that Petitioner's conviction became final, and thus triggered the one-year statute of limitations applicable to his federal habeas petition, on the date Petitioner missed the deadline for filing a petition for certiorari review of his conviction by the Georgia Supreme Court.
