Plaintiffs Peterson Novelties, Inc. (Peterson), and Harold Barman appeal as of right from an order granting defendants 2 city of Berkley and Raymond Anger’s motion for summary disposition and dismissing plaintiffs’ claims. We affirm.

Sometime in 1995, Peterson, a seasonal seller of fireworks, applied for a permit to sell fireworks in the city of Berkley, but was denied.
