Appellant Kenneth Leon Stephens was indicted for the offenses of pointing a pistol at another, carrying a concealed weapon, carrying a pistol without a license, possession of a firearm by a convicted felon and arson. In March of 1985 he entered a special plea of not guilty by reason of insanity and was committed to the custody of the Department of Human Resources, under the provisions of OCGA § 17-7-131, to receive involuntary treatment pursuant to Chapter 3 of Title 37 of OCGA.
