When reviewing whether an agency fulfills its duties in response to a Freedom of Information Act ("FOIA") request, the court must ensure the agency faithfully adheres to the delicate balance FOIA aims to achieve. On one hand, FOIA desires "to ensure an informed citizenry, vital to the functioning of a democratic society, needed to check against corruption[,] and to hold governors accountable to the governed."
