On September 3, 1991, Donald D. Richardson was injured when a postal employee de livering rural mail struck the back of his tractor (Plaintiffs’ Exhibit A). On June 2, 1992, Donald D. Richardson filed a Notice of Tort Claim with the United States Postal Service, pursuant to the Federal Tort Claims Act (“FTCA”).
