These proceedings were commenced in the fall of 1884. Commissioners were previously appointed by the mayor of the city of New York to consider and determine whether surface railways upon the streets and avenues, finally included in their determination, were necessary, and they did. pursuant to what they assumed to be the authority vested in them by the act of 1875, adopt a favorable determination upon that subject.
