RCARTER, Judge.

This matter is before us on a writ of certiorari issued as a result of an application for supervisory writs following an advisory opinion by the Board of Ethics for Elected Officials.

BACKGROUND

This matter arises out of several requests for advisory opinions to the Board of Ethics for Elected Officials (the Board).1 The requests were submitted by Roy A. Glapion (Glapion) and Citywide Testing and Inspections, Inc. (Citywide).
