Claimant Emil Hubert was employed by the board of election commissioners of the city of Chicago to assist in the sorting and distribution of ballots. While so engaged he suffered an injury to his right eye resulting in its loss. He filed a claim for compensation under the Workmen’s Compensation Act (Ill. Rev. Stat. 1943, chap. 48, par. 138 et seq.,) against the city of Chicago, the county of Cook, and the board of election commissioners of the city of Chicago.
