By a verified amended complaint filed on September 4, 1984, in the Superior Court (Kennebec County) the Libertarian and Populist parties, joined by certain of their candidates and other members, seek a declaration that the statutory deadline of July 1 for the filing of nominating petitions for independent candidates for President and Vice President violates the first and fourteenth amendments of the United States Constitution.
