The defendant, Antwone Wilkes, was charged with unlawful delivery of a controlled substance. He entered a negotiated plea of guilty, under which he was to pay all court costs, a fine of $500, and a drug-traffic-prevention fine of $1,000 by September 4, 1990, and to appear on that day to begin serving a three-year term of imprisonment. The plea agreement also provided that if defendant failed to appear or to pay by that date, the court would be free to treat the matter as an open plea.
