Dear Mr. Etoch:
This letter is a response to your request, pursuant to A.C.A. §25-19-105(c)(3)(B), for an opinion regarding the provision of the personnel records of Officers Wyssbrod, Newsom, and Lovell of the Helena Police Department to Mr. Sam Whitfield, Attorney. You indicate that Mr. Whitfield has requested the records pursuant to the Freedom of Information Act ("FOIA") in connection with a claim that these three officers made a racially-motivated accusation against his client.
