In the Common Pleas Court of Franklin County, plaintiff filed a petition alleging that she was a tenant of an apartment on property owned by the defendant Board of Trustees of the Franklin County Veterans Memorial who were charged with the duties of the construction and operation of a new Veterans Memorial Building, pursuant to the provisions of Chapter 345 R. C.; that she received injuries on May 29, 1955, when one of the steps on the stairway leading to the apartment gave way.
