McKeesport Area School District (School District) petitions this court for review of a State Charter School Appeal Board (CAB) order, which reversed the resolution of the School District’s Board of School Directors denying a charter school application to establish Propel Charter School-McKeesport (Propel-McKeesport). The CAB further ordered the School District to grant the charter school application and to execute the charter.
