On September 7, 1993, the Board of County Commissioners of Clark County, Nevada (“the Board”), publicly advertised its desire to receive proposals to run a golf concession at McCarran International Airport in Las Vegas, Nevada. Five companies, including appellant Golf Centers of America, Inc. (“GCA”) and respondent Las Vegas Discount Golf and Tennis, Inc., (“LVDGT”) submitted proposals. Following a public hearing on the matter, the Board accepted GCA’s proposal.
