The Department of Transportation, Bureau of Driver Licensing (DOT), appeals from an order of the Court of Common Pleas of Allegheny County that sustained the license suspension appeal of Markos Jason Xenakis (Licensee). DOT questions whether Section 1532(d) of the Vehicle Code, 75 Pa.
