Appellant Aswa Mills was convicted in the Virgin Islands Territorial Court 1 of two counts of first-degree murder, one count of attempted robbery, and two weapons offenses. A three-judge panel of the District Court for the Virgin Islands affirmed his convictions on appeal. See United States v. Mills, 3:02-cr-157, 2013 U.S. Dist. LEXIS 164523 (D.V.I.
