KRISTI NOEM, et al., Respondents MEMORANDUM OPINION AND ORDER Petitioner José Cruz Medina is a citizen of Honduras who, until he was arrested on June 3, 2025, by U.S. Immigration and Customs Enforcement (ICE) during a routine check-in, resided in Maryland. In 2019, an immigration judge granted Mr. Cruz Medina withholding of removal under the Convention Against Torture. ECF No. 1-1; ECF No. 1 ¶ 22.
