I join Judge Robb’s fine opinion for the court, but wish to highlight my reasons for concluding that appellants had standing to seek administrative review of the village eligibility decisions.
The decisions of this court and others on administrative standing have created not a little uncertainty.1 It is unclear whether the limitations appurtenant to judicial standing apply in the administrative context.
