El peticionario, en sn primera cansa de acción, ataca la facultad del Gobernador para reducir nna partida en un proyecto de presnpnesto en armonía con la antoridad conferídale por el artícnlo 34 de la Carta Orgánica. La parte pertinente de dicho artícnlo lee en inglés y en español como signe:
