Richard P. Lucas initiated this petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 on September 28, 1992, challenging his imprisonment for 25 years to life upon on a conviction on October 28, 1981 of second degree murder. An earlier petition challenging the constitutionality of petitioner’s conviction was denied by Judge Kram on August 15, 1989 in a 48-page decision in 86 Civ 1206.
