HAMLIN, Justice.

The Louisiana Public Service Commission (hereinafter referred to as the Commission) and the Town of Arcadia, intervenor, appeal from a judgment of the trial court in favor of the Louisiana Gas Service Company (hereinafter referred to as the Water Company), which directed the Commission to reinstate its Order No. 7921 dated August 20, 1959, and at the same time vacate and set aside its Orders Nos. 8157, 8545, and 8593, and further directed the Commission to immediately authorize the Water Company to place into effect the schedule of water rates in the Town of Arcadia which was…
