On December 26, 1919, Ragnar Porsmer, a messenger boy, 17 years old, in the employ of the director general of railroads, in the Northern Pacific Railway Company’s yard office at Duluth, Minnesota, while going through the railroad yards of said company, came under the rear trucks of the last coach of a passenger train of the Duluth, Missabe & Northern Railway Company as it was passing through said yard under the control of said director general.
