This is a bill of interpleader filed by J. P. Stiles, as judge of probate of Jefferson county, against B. H. Cooper, the license inspector of Jefferson county at the time the bill was filed, and John D. McNeel, his predecessor in office, calling on them to interplead and propound their claims to the sum of $289.-75, accumulating in the hands of the complainant and arising from the 15 per cent, penalties provided for by section 72 of the act approved July 22, 1927, entitled “’An Act in Reference to and to Further Provide for the General Revenue of the State' of Alabama.” Gen.
