This was an information in the nature of a quo warranto, prosecuted in the Sangamon circuit court by the State’s attorney, on the relation of the city of Springfield, against the Board of Water Commissioners of the City of Springfield, composed of Bheuna D. Lawrence, Obed Lewis and Hiram 0. Bolles, calling upon it to show by what authority it exercises the liberties, privileges and franchises of a board of water commissioners of the city of Springfield.
