FARLEY, Associate Judge:
This appeal is from a decision of the Board of Veterans’ Appeals (BVA or Board) regarding the collection of a deficiency resulting from a mortgage foreclosure and the payment of a guaranty under the Loan Guaranty Program, chapter 37 of title 38, United States Code. The Court concludes that it has jurisdiction under 38 U.S.C. § 4052(a) to review on appeal the Board’s determination that a valid lawful debt exists and the Board’s affirmance of the refusal to waive the entire debt.
