MEMORANDUM OPINION AND ORDER
WOLSKI, Judge.
Plaintiff, Richard R. Williams, a former major in the United States Marine Corps, sues the United States under the Tucker Act, 28 U.S.C. § 1491(a), and under the Military Pay Act, 37 U.S.C. § 204(a). Mister Williams began active duty as a Marine Corps officer on May 17, 1985. Admin. R. (AR) at 91.
