OPINION
ENSLEN, District Judge.
This case is before the Court on appeal from a decision and order of the bankruptcy court which confirmed — over the objections of the State of Michigan — a Chapter 13 plan filed by debtors Stephen R. Green and Norma J. Green 73 B.R. 893 (Bkrtcy. W.D.Mich.1987). On February 4, 1987, the debtors filed a petition for relief under Chapter 13 of the Bankruptcy Code. On the same date they also filed a Chapter 13 plan and budget.
Chapter 13 is open to individuals and married couples with less than $100,000.00 in unsecured debts and less than $350,-000.00 in secured…
