ERWIN, Justice.

Appellants, as individuals and as representatives of a class under Civil Rule 23(a), brought this action seeking to have a “disorderly conduct” ordinance of the City of Anchorage declared unconstitutional on its face. The ordinance, enacted on May 26, 1970, provides as follows:

It shall be unlawful for any person with purpose and intent to cause public inconvenience, annoyance or alarm, or recklessly create a risk thereof by:(1) Engaging in fighting or threatening, or in violent or tumultuous behavior; or(2) Making unreasonable noise or offensively coarse utterance,…
