On April 6, 1999, a Travis County grand jury indicted the Austin Independent School District (“AISD”) on sixteen counts of tampering with a governmental record 1 based on the conduct of a single AISD employee, Ricky Arredondo. See Tex. Penal Code Ann. § 7.22(a) (West 1994) (imposing criminal responsibility on association for conduct performed by agent acting on behalf of association and within scope of employment).
