This matter comes before the Court as a result of plaintiff's request for a declaratory judgment pursuant to 28 U.S.C. § 2201. On September 1, 1988, plaintiff, National Union Fire Insurance Company of Pittsburgh, Pa. (“National Union”), filed this action asking the Court to declare the ex*677tent of its liability under an uninsured motorist policy issued to defendant Manning.
