The plaintiff, the city of Chicago, brought an action in the circuit court of Cook County against the defendant, the Sanitary District of Chicago, for a declaratory judgment to determine the duties of the respective parties with regard to the maintenance and repair of six bridges. The bridges in question were constructed by the sanitary district at points where its artificial drainage channels intersect with important public thoroughfares in Chicago. The cause was heard upon the pleadings and a stipulation of facts and judgment was entered against the sanitary district as to the three bridges…
