I. INTRODUCTION

Petitioner Aarno Liuksila is wanted for prosecution in Finland for making false statements during an official government proceeding. He petitions this court for a writ of habeas corpus, arguing that Finland's extradition request does not satisfy two conditions under the Extradition Treaty between the United States and Finland.
