This matter is before the Court on the Parties’ cross Motions for Summary Judgment. (ECF Nos. 75, 78.) The Motions have been fully briefed and are ready for disposition.

BACKGROUND

On August 14, 2013, Plaintiffs Paul and Teresa Wieland filed this action against Defendants challenging the so-called “contraceptive mandate” (hereinafter, the “Mandate”) of the Patient Protection and Affordable Care Act (“ACA”), Pub.
