This is an original application for mandamus filed in the Supreme Court by Jefferson County Title Guaranty Company, hereafter referred to as the company, and certain individuals interested therein, against W. A. Tarver, W. S. Pope and J. W. DeWeese, composing the Board of Insurance Commissioners of the State of Texas, hereafter referred to as the board, seeking to compel the board to issue to the company a certificate to do business in Texas under what is generally known as the “Title Guaranty Law,” being Chapter 40,…
