MEMORANDUM OPINION
SIMPSON, Chief Judge.
This matter-is before the court on motion of the plaintiffs, Wallace G. Wilkinson and Russell C. Weaver, for issuance of a preliminary injunction pursuant to Federal Rules of Civil Procedure (“Fed.R.Civ.P.”) 65(a). The court heard oral argument on the motion on January 20, 1995. This memorandum opinion shall constitute findings of fact and conclusions of law by the court. This action is brought under the aegis of the Civil Rights Act, 42 U.S.C. § 1988.
