The Secretary moves for reconsideration, or in the alternative for a panel decision, regarding a March 29, 2004, single-judge order vacating a May 23, 2002, decision of the Board of Veterans’ Appeals (Board), which denied the claim of veteran Don H. Nelson for an effective date prior to October 8, 1993, for a grant of service connection for multiple sclerosis (MS), and remanding the matter for readjudieation. Record (R.) at 2.
