Highways: relocation: jurisdiction. “We, the undersigned, freeholders of Fremont County, Iowa, do hereby respectfully petition you to change the location of the highway through a part of Sec. 17 and 20-69-42, for the reason that the present location is so near the creek bank that it is dangerous and unsafe to travel.
