This action presents several issues related to the interplay between the provisions of an international union’s constitution governing candidacy for union office and a federal statute regulating union elections. Plaintiff, William E. Brock, III, Secretary of Labor, United States Department of Labor (“Secretary”), commenced this action on June 14, 1985, under Title IV of the Labor-Management Reporting and Disclosure Act of 1959 (Act of September 14, 1959, 73 Stat. 519 et seq., 29 U.S.C. 401 et seq.)
