The defendants, the Illinois Liquor Control Commission and the named individual defendants, appeal from an order of the circuit court of Kane County, entered in an administrative review proceeding, that reversed the Commission’s determination that the plaintiff’s, Ted Sharpenter, Inc.’s, policy of offering different promotional discounts to on- and off-premises beer retailers constituted a violation of sections 6 — 5 and 6 — 17 of the Liquor Control Act of 1934 (the Act) (Ill.
