R.G. and C.G., individually and on behalf of F.G. (collectively “Plaintiffs”), seek relief against the New York City Department of Education (“DOE” or “Defendant”) pursuant to the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq. Plaintiffs contend Defendant failed to offer F.G., a child with special educational needs, a free appropriate public education program (“FAPE”) as guaranteed by IDEA.
