Appellant, the City of Philadelphia, appeals an order of the Philadelphia Court of Common Pleas dated December 8,2003, which reversed a decision of the Civil Service Commission of the City of Philadelphia.

FACTUAL AND PROCEDURAL HISTORY:

The basic facts are not in dispute. Appellee, Mildred Dancy, worked as a prison guard in the Philadelphia prison system.
